Arunachal needs own policy on HIV/AIDS: Byaling

ITANAGAR, July 30: Expressing serious concern over rapid growth in number of people with HIV/AIDS in the state, Health and Family Welfare Minister Tanga Byaling emphasized the need for formulating state’s own policy to curb the disease.

A total of 159 HIV positive cases have been detected so far in Arunachal Pradesh, the Health Minister informed, adding that the rate of prevalence could be much more high if tests are conducted for more people. He said that test conducted for HIV/AIDS in the state so far includes less than 10 per cent of the total population which is very low achievement.
While giving detailed information regarding HIV/AIDS density in the state since 1998, he informed that one person was tested HIV positive in 98, two in 2000, four in 2001, 10 in 2003, 19 in 2004, 22 in 2005, 35 in 2006, 19 in 2007, 32 in 2008 and 13 in 2009.
He appealed to the people with HIV/AIDS to come out without any hesitation and avail the various welfare measures, including free treatment being provided to them by government.
In his keynote address, P Varu, Regional Communication Officer, NACO, NERO, Guwahati, spoke about the role of media persons in addressing various issues relating to HIV/AIDS. He said that media, especially print can play a pivotal role in disseminating messages regarding HIV/AIDS to the masses effectively.

Indian Network of People with HIV/AIDS (INP+) president Jhanvi Goswami, who herself is a HIV positive and has been spreading awareness about the disease for the last 16 years throughout the country, said that people with HIV positive should come out without hesitation and take the benefits of various initiatives being undertaken by the government for their welfare. Differentiating between HIV positive and AIDS, she said that an HIV positive may not be an AIDS patient. With regular medication a person with HIV positive can keep themselves healthy and lead a normal life.
He urged the media to use its influence in reducing AIDS related stigma and discrimination in the society. Being impressed by the Orphan Home established by Assam government, she suggested for opening of such Home in Arunachal too by the government.

He said that only six youths out of 30 could donate blood during its voluntary blood donation campaign organized at RK Mission hospital recently. Rest 24 were either suffering from malaria, flue or other minor diseases, for which their blood could not be collected, he said. He urged the media persons to highlight this issue also along with HIV/AIDS.
He also held an interaction session with the media persons on the key issue and shared knowledge on various moods for communication and creating awareness on the disease among common people.

Khandu justified that wild life and forest are interlinked with the human society. The disturbance to it will automatically affect the sentient beings of the earth in form of natural catastrophe etc., he reasoned.
He categorically appealed the house to give due importance to girl education. He believed that if a girl is educated, a family is educated. And when a family is educated, the whole society is educated.
The chairman of Karmic and Adhyatmic Affairs Department and former MLA Rev. T G Rinpoche who presided over the meeting said “We are looking for an enlightened society in the near future and for which a collective effort is required from all corners”. He quoted some of the lines from the holy Dhamapada and appealed the people to follow the path. “Change is necessary, as it reflects the development of an individual and the society but in the same time taking along the indigenous culture and tradition is equally important, as it reflects the identity”, he emphatically said.

CC Bhutia, CT/GD scored the first goal for ITBP while CT/GD Amit Livens Beck and CT/GD Anil Bisht scored the second and third goal respectively. CT/GD Amit Linves Beck of ITBP team was declared “Best player” of the tournament’ and CT/GD CC Bhutia as “Best player” twenty two.’
The Chief Guest distributed the glittering trophies and individual prizes to the winner and runners up teams.
Speaking on the occasion, Rajesh Kumar Tomar, Commandant, 10th ITBP lauded the victorious team for bringing laurel to the force. He also expressed his satisfaction over the huge response shown by the people of the area towards the tournament and thanked all for its grand success.

He recounted various misgivings about the organization in early days in places like Palin when it was misunderstood to have political agenda. He urged the leaders not to repeat the same mistake since FGA is working with the welfare of the people of Arunachal Pradesh as the only motive.
Earlier, Dr. Tage Kanno, Executive Director, FGA explained about the purpose of the meeting and said that involving the communities in managing the PHC is one of the main objectives of the organization, and the meeting aims to elicit more participation in the project. He added that FGA hopes that the communities themselves should be able to manage the PHC whenever the PPP project comes to an end.
It may be mentioned that FGA has been managing the PHC, Sille since 2006 when it took over from the government. PPP project is one of the innovative project conceived by the government of Arunachal Pradesh as a part of National Rural Health Mission and has been nationally acclaimed for its success in improving rural health services.
SWFC campaign against use of chemical fertilizer

ZIRO, July 30: Chemical fertilizers are being rampantly used world wide in agricultural field. However, in a secluded village of Ziro Valley, people are using only natural manure.
Nestled not far from the Lower Subansiri district Headquarters, Ziro, people of Siiro village depend mostly on agriculture and horticulture products. Their product is considered superior. Even in vegetable market in Ziro, people prefer to visits those corners where Siiro products are selling.
Kiwi, tomato, cabbage are very successful in Ziro particularly at Siiro village. One who initiated cultivation of these crops was Kago Kampu, wife of Er. Kago Habung.
Later, with her initiative, in the year 2008, a group of women comprising 20 women of Siiro village formed a club called ‘Siiro Women farmers’ Club’ (SWFC). The club selected her as its Secretary.
Today, SWFC is taking up a campaign against use of chemical fertilizer within their jurisdiction. The Krishi Vigyan Kendra, Ziro, department of Agriculture, ATMA, horticulture and other allied Deptt are taking keen interest at the traditional way of cultivation and encourage people for more production.
Kampu, says that “with the technical guidance from KVK, the club has made a breakthrough in production of strawberry, passion fruit and cucumber”.
Success in cultivation of ‘Baby Corn’ is also on the way which is new to them, she added.

SEPPA, July 30: East Kameng Deputy Commissioner Tope Bam has called upon the teachers to discharge their duty with sole objective of imparting quality education. He said this during his visits to Govt. Hr. Secondary School Pompoli recently.
Bam said the teachers having great responsibility of nation building should devote their time in discharging their duty sincerely so that they could justify their unique status they hold in the society.
“The teachers should not do their duty only to get salary, rather they should discharge their duty with the purpose of imparting quality education”, the DC emphatically said.
While reminding the teachers of the importance of school level education, he said it is the right time to groom the students so as to make them capable enough to face competitions. Unless the basic things are instilled in the mind of the students in the school level, the very purpose of being a teacher here is of no use, he further pointed out.
Suggesting the teachers to adopt friendly approach in imparting the education, Bam said that the days of imparting education through instilling fear psychosis have gone. He added one should be able to convince the students to concentrate in the study through love and affection for quality education.
Teachers from outside the state might be facing problems like accommodation and other basic amenities, he said while adding that they should go ahead with their profession against all odd so that their service get recognition from the society.
Encouraging the SSA teacher to not get dishearten with the status of their job and salary they are getting, Bam informed that the Govt. has considered the demand of the teachers and assured to regularize the SAA teachers in a phase wise manner. He warned the absentee teachers of stern action saying that he would come down heavily on those found absent from the duty. He further asked teachers to bring their problems to the notice of the DC and the DDSE.
The DC also visited Ekalavya Model Residential School(EMRS) Bana where he expressed his satisfaction over the management of the school. EMRS Bana is one among seven Ekalavya Schools in the whole North East, he disclosed.

ITANAGAR, July 30: After an announced inspection, the Mobile Inspection Team of the Department of Legal Metrology & Consumer Affairs has booked six traders of Super Market, Naharlagun for violation of Weights and Measures Laws.
In most of the cases, the traders were found keeping for sale readymade garments, toys, shoes, electronic goods etc in packaged form without having mandatory declarations like MRP etc as required under the provisions of Packaged Commodities Rules, 1977. In some cases, the MRP printed on the packages by the manufacturer/ packers have been found smudged or removed.

Is there enough land to accommodate polytechnic?

It is understood that the location of the Polytechnic institute which was supposed to be established in Yachuli in Lower Subansiri district has now been shifted to Ziro by the decision of few individuals without considering the feasibility of proposed area where land encroachment is rampant.
Ziro is a district head Quarter where Govt. Quarters and office premises are encroached on by the public as well the Govt. Employees. The Govt. Employees mostly prefer to get themselves transfer to Ziro just to capture Govt. Quaters kitchen garden vacant land.
The best example are Engineering Colony, Medical colony, RWD Colony etc in Ziro (Hapoli)
and nearby the DC office Complex. In such a scenario , how can 20,000 -
Yachuli, however, there is plenty of vacant land feasible for the purpose. In fact, the Government should shift the district headquarters to Yachuli to avoid the land encroachment and land capturing prevailing in Ziro (Hapoli).

Apart from building adequate lodges and improving connectivity with Shillong, it should also launch vigorous campaigns advertising the beauty of the region through media.

On my recent visit to the twin cities of Itanagar and Naharlagun and on driving through the roads there, it was noticed that every other vehicle had a red light attached to it. This surprised me but maybe it is understandable as all the politicians and top bureaucrats of the state are based there. Normally uncovered and flashing headlights are needed if the people’s representative or the bureaucrat is physically present in the vehicle. But what is seen here is that the headlight on the vehicles is uncovered all the time while the kith and kin of the politicians and bureaucrats go shopping or vegetable marketing. Is there any hardship in taking 5 minutes to cover the headlight or remove it?
Already the flaunting of latest vehicles at the cost of the development of the state is thrown into our faces, is there a need to throw the ‘status symbol’ at our face too? Only if the VIPs learn to use their power in a correct way will the people really realize its importance and respect the significance of the red light. It is the administrations duty to look into the matter of misuse of the red light/headlight so that such practices can be curbed.

Teachers transfer policy needs modification
Dear Editor,
I would like to take the privilege to draw the attention of state Govt towards its policy of transfer and posting of SSA and general teachers including subjects teachers.
More than 396 teachers have been transferred from East Kameng district without relievers,
even the SSA teachers, who are not transferable from one district to another, are
believed to be coming under the process. Now despite of being lowest literacy rate
district next to Kurung Kumey, the district is left with teachers-
In other advanced districts the ratio is around 1:40-
I fail to understand whether it is a kind of educational discrimination or a mal-
Therefore, I would like to request the policy makers to modify the policy of transfer with due consideration of number of students enrollment. If this kind of transfer is continued, the right to education and its implementation shall be meaningless in the state.
I would also like to take the opportunity to extend my sincere thank to state Govt for its initiative to open the Govt college temporarily at Hr Secondary School, Seppa and hope the Govt will shift the college to its original site at Wessang with sufficient manpower, infrastructure and equipments. Let us take the advantage of the institution.

Computerization is need of the hour

The computerized registration of birth and death is urgent need of the hour in today’s world of computer and information technology. It is more effective and convenient in maintaining computerized records.
Birth and death registration is important in every aspect of life such as school admission of child, insurance claim etc. Computerization of birth and death registration is also necessary to solve various problems like double entry of records.
Every official engaged in such registration work should be imparted a short period computer data entry course training either at district headquarter of each district or state Capital at Directorate of Economics and Statistics in order to implement the project in accordance with Birth and Death Act 1969 and state Govt Rules for Birth and Death, 2001. Moreover every official engaged in the birth and death registration works should be provided each a computer for smooth implementation of the project.
Therefore, I request the higher authorities of the department of Economics and Statistics for computerization of birth and death registration.

The recent recruitment for sub inspector was appreciable as the written result was declared within three days and final result within nine days. The department of home is really appreciable for its quick/ prompt and fair interview.
But on the other hand much to the grief of the fifty four selected candidates, the training programme scheduled for the same is yet to be finalised even after five months of selection. Hence the department of home is requested to continue with the same quick and prompt action in this matter too.

The price hike may not affect much to the rich but it will certainly hit the poor and our state which appears to be relying basically on the financial aid received from the Centre due to lack of source for revenue generation. The price hike may be mitigated to some extent on consumable items provided the Government promote and support the agriculture and allied sectors. Sensitization Training on RTI Act concludes
Daporijo, July 30: The 3 days Sensitization Training on RTI Act 2005 conducted by the District Administration, Upper Subansiri district successfully concluded here today with a Valedictory Function attended by the DC H. K. Shalla as Chief Guest at the Rijo Conference Hall, Daporijo.
Giving away the certificates to the participants, Shalla lauded the enthusiastic efforts of the course coordinator G. Ete in conducting the training and appreciated the active participation of those present. He called on them to use the acquired knowledge in imparting their duties as PIOs and APIOs efficiently.
G. Ete(ADC) terming the training a success, said that all sections of the Act had been covered in the training and an attempt had been made to provide necessary information and knowledge of the Act.

Welcoming the participants and dignitaries, Dr. Narendra Kumar, Programme Coordinator, KVK elaborated the mandates of KVK and requested the farmers to take full benefit of the services of the Kendra.
Inaugurating the training programme as the Chief guest W. Lowang, Deputy Commissioner, Tirap district urged the trainees to acquire and apply the scientific fish culture practices to make the district self sufficient in fish production.
Speaking on the occasion L.Lasa, District Fisheries Development Officer, Tirap district briefed the participants on various potential areas of fisheries available at Tirap district and request to explore them for self employment and food security.
A.K. Bhattacharjya, BDO, Khonsa block appealed all the participating farmers to take up fish culture in a more productive way so as to fulfil the requirement of the state as well as the district.
The training programmes consisted of lecture classes in the forenoon, followed by practical demonstration session in the afternoon. Video graphic presentations were made on various aspects based on the topics. The farmers were trained on various aspects of fish seed production like preparation of broodstock for breeding, operation of a carp hatchery, role of quality fish seed in fish culture by Rajdeep Dutta SMS (Fisheries) KVK, L.Lasa, DFDO, D.Bhattachrjya and P.Pilia FO. Special interactive sessions of farmers and experts were also organised during the programme.
Training programme for Extension Functionaries
ITANAGAR, July 30: Krishi Vigyan Kendra, East Kameng has conducted a training programme for Extension Functionaries on July 27 at Kameng hall, Seppa. 32 extension personnel from different departments attended the training programme.
The inaugural session of the training programme was presided over by Deputy Commissioner Tope Bam.
The Deputy Commissioner, East Kameng formally released the 1st issue of Newsletter of the KVK and also launched the official website of the KVK.
Accepting the difficulties faced by the KVK staff at the district for accommodation and other infrastructural unavailability, the Deputy Commissioner requested the KVK staff to bear with the problems and urge to continue their zeal for development of rural mass of the district.
Dr. S. Borthakur Programme Coordinator, KVK East Kameng briefed the gathering about one and half year of journey of the KVK, East Kameng and urged all the head of the departments of the line departments for their cooperation for all round development of the district. He also mentioned the achievements of the KVK during its short period of functioning.
